علايمي پيش از زلزله رخ مي‌دهد كه به عنوان هشدار اوليه زلزله مي‌توانند مطرح شوند، مثلا در زلزله بم، علايمي را مردم بم ذكر مي‌كنند از قبيل روي دادن چند زلزله خفيف، يا شنيدن صداهاي غيرطبيعي از چاه‌ها، آيا زمين‌لرزه منجيل ـ رودبار از اين علائم نداشت؟ گفت: ما بلافاصله پس از زلزله به منطقه عازم شديم، علائمي كه مردم مناطق جيرنده و عمارلو، روستاييان كليشم و ويه ذكر مي‌كردند بسيار درس‌آموز بود، آنها مي‌گفتند كه از چند روز قبل از زلزله، دام‌هاي آنها در طويله‌ها آرام و قرار ندشتند، آب چشمه‌هاي‌شان گل‌آلود شده بود و در شب حادثه، نور زلزله را در آسمان مشاهده نموده‌اند. حتي مردم مناطق زنجان نيز به اين نكته اذعان داشتند. خلبان‌هاي هواپيماهاي مسافربري به رئيس وقت مؤسسه ژئوفيزيك دانشگاه تهران ـ البته پس از زلزله ـ گفته بودند، به دليل آشفتگي در ميدان مغناطيسي زمين در آن ناحيه و تأثير آن بر عقربه‌هاي مغناطيسي ناوبري هواپيما، ما مسير‌هاي اشتباه را طي مي‌كرديم. در تنها ايستگاه ثبت ميدان مغناطيسي زمين در تهران نگاشت اين ايستگاه در حين رويداد زمين‌لرزه منجيل ـ رودبار بي هنجاري شگرفي را نشان مي‌دهد. همين‌طور در مورد اين زلزله اشاره شده به ابر لرزه‌اي قبل از رويداد زمين‌لرزه كه همه اينها دلالت وجود علائم هشدار زلزله دارد.

The AISC Load and Resistance Factor Design (LRFD) Specification for Structural Steel Buildings is based on reliability theory. As have all AISC Specifications, this Specification has been based upon past successful usage, advances in the state of knowledge, and changes in design practice. This Specification has been developed as a consensus document to provide a uniform practice in the design of steel-framed buildings. به گزارش ايسنا، كميسيون اصلي زيربنايي دولت، 26 خرداد ماه سال جاري در حالي با احداث كنارگذر انزلي در مسير وزارت راه موافقت كرد كه جمعي از تشكلهاي زيست‌محيطي و كارشناسان محيط زيست پيشتر بارها با احداث اين مسير در كريدور وزارت راه مخالفت كرده بودند.

علت تأخير پروژه‌هاي عمراني چيست؟

سرانجام پس از گذشت قريب يك سال از انحلال سازمان مديريت و برنامه‌ريزي، جايگزين اين سازمان يا همان معاونت مديريت و برنامه‌ريزي و نظارت راهبردي رياست‌جمهوري، گزارش نظارتي پروژه‌هاي عمراني استاني در سال 85 را منتشر كرد.

به نقل از سایت «تابناك»، اين بخش از دولت، همواره پس از گزارش‌گيري از روند پيشرفت پروژه‌هاي تصويب‌شده كه دولت موظف به پايان دادن به آنهاست، گزارش‌هاي نظارتي دقيق را در اين‌باره منتشر مي‌كند و اكنون كه معاونت برنامه‌ريزي رياست‌جمهوري بار ديگر به سمت انتشار گزارش روي آورده، پديده مباركي است؛ هرچند ميزان دقت و درستي اين گزارش‌هاست كه باعث به دست آمدن نتايج مناسب مي‌شود.

در بخشي از اين گزارش، علل تأخير در اجراي پروژه‌هاي عمراني بررسي شده و در توضيح نتايج آن آمده است: در بررسي كه از علل تأخير پروژه‌هاي عمراني استاني نسبت به برنامه زماني انجام شده، بيشترين علت گفته‌شده پس از مشكلات جوي، مربوط به مشكلات اعتباري با 9 / 38 درصد است؛ كمبود اعتبار مصوب، كمبود تخصيص و نارسايي در پرداخت به ترتيب 1 / 16 درصد، 4 / 19 درصد و 4 / 3 درصد از علل تأخير را تشكيل مي‌دهند.

با اين وصف، مي‌توان دريافت كه نزديك به 80 درصد مسئولان دولتي، علت تأخير را مشكل «پولي» ـ اعم از ميزان يا چگونگي پرداخت آن ـ عنوان كرده‌اند. اين در حالي است كه يكي از دلايل اعلام‌شده براي انحلال سازمان مديريت، اخلال اين سازمان در روند ارايه اعتبار به مسئولان دولتي عنوان شد.
اما با انحلال اين سازمان در اوايل سال 86 و نيز دو برابر شدن درآمدهاي نفتي، انتظار مي‌رود بيشترين بخش اين علت در سال گذشته از بين رفته باشد.
از سوي ديگر، بنا بر اين گزارش، در بين دستگاه‌هاي اجرايي، عمده درصد تأخير ناشي از كمبود اعتبار مصوب در پروژه‌هاي وزارت آموزش و پرورش با 8 / 18 درصد بوده است. علت كمبود تخصيص در تأخير پروژه‌هاي وزارت جهاد كشاورزي نيز 4 / 28 درصد است. 7 / 6 درصد از علل تأخير پروژه‌هاي عمراني استاني وزارت آموزش و پرورش مربوط به نارسايي پرداخت بوده كه ضرورت توجه اعتباري بيشتر به آموزش‌وپرورش را مي‌رساند.
همچنين 7 / 8 درصد علل تأخير، حاكي از ضعف دستگاه‌هاي اجرايي است كه اين رقم درباره پروژه‌هاي بنياد مسكن انقلاب اسلامي، 8 / 11 درصد گزارش شده است؛ مشكلات پيمانكاري نيز با 6 / 3 درصد از علل تأخير شمرده مي‌شود.
